MAYOR’S COMMUNICATION

UCAPAN DATUK BANDAR, SEMPENA MAJLIS MENERIMA PELANTIKAN JAWATANKUASA PENDUDUK MAJLIS BANDARAYA MIRI 1 JULAI 2016 – 30 JUN 2018 PADA 11 JANUARI 2017

Terlebih dahulu saya, bagi pihak Majlis Bandaraya Miri, ingin mengucapkan setinggi-tinggi terima kasih kepada Yang Berhormat Senator Datuk Prof. Dr. Sim Kui Hian, Minister of Local Government kerana sudi hadir untuk menyaksikan Majlis Menerima Pelantikan Jawatankuasa Penduduk Majlis Bandaraya Miri bagi tempoh 1 Julai 2016 sehingga 30 Jun 2018.

Yang Berhormat, Datuk - Datuk, Dato’ - Dato , Ladies and Gentlemen,

Thank you for your presence here today in giving your strong support to witness the Resident Committee appointment Ceremony.

Ladies and Gentlemen, let me brief first about what is the concept of Resident Committee in MCC:

Area of MCC was divided into 15 zones (includes Bario),

Each zone will be headed by a 2 Councillors as Co-Chairman of Residents Committee, and Secretary, Treasurer and representatives from the local residents in the respective areas, neighbourhood committee (RT), village development and safety committee (JKKK). Each Residents Committees will be assisted by 2 liaison officers assigned by Miri City Council, and 5 police officers as advisors on safety & security aspects.

The Residents Committee will more or less act like a “mini Council”  and an annual grant will be given to each RC to finance their own programmes and activities,

The Residents Committee will hold meetings as often as it deems necessary but it shall, in any case, meet at least once in every two months to discuss various issues and draw up necessary programmes for each respective zone.

Ladies and Gentlemen,

The existence of RCs / Residents Committee has been significant and their roles will look into the following matters in their respective zones (areas) and form Sub-Committees for:-

To assist in the promotion of neighbourliness, harmony and cohesiveness among the residents;

To liaise with and make recommendations to the Council on the needs and aspirations of the residents;

To improve the programmes and the services of the Council

To upkeep civil consciousness among the residents; and

To instill the sense of ownership of our environment and public facilities provided by the relevant authorities.

Here I would like to further highlight their role in assisting the Council to improve the services delivery like grass cutting and drain cleaning. As we all know, the Council services like grass cutting and drain cleaning are at times less than satisfactory. Thus, the Residents Committees will assist Council by monitoring and supervising these services delivery so that the council will terminate the contractors who failed to perform satisfactorily. In fact, we are now seriously and actively considering to award some of the services to the Residents Committees who are interested when opportunity arises because we believe that they would certainly be more committed to perform the necessary services in their own areas. And this will also help employment within the community.

Another point I would like to highlight here is the additional role of providing patrol in the respective areas by the Residents Committee to ensure safer and more orderly neighbourhood. One fine example is the Patrol Unit of the Pujut Residents Committee. In recent past, this Pujut Residents Committee Patrol Unit has assisted the police to break up a house break in gang comprising of at least 10 members. Here I wish to commend on the contribution by Pujut Residents Committee Patrol Unit and the police who acted promptly and together they put an end to this house break in gang. Here, I would urge the other Residents Committees to consider starting their own Patrol Unit to safeguard their neighbourhood if there is such a need.

Yang Berhormat Senator Datuk, I am glad to inform that we have approved the formation Residents Committees at our 132nd Full Council Meeting dated on 26th September 2016, discussed and adopted the guidelines for Residents, divided the area of Miri City into 15 zones, appointed 2 Councillors to take charge of each zone, followed by the Councillors in going down to the ground to recruit suitable persons to become their Residents Committees members.  

With the readiness, efforts and time put in by all parties concerned, in particular from the Councillors and the Liaison Officers being appointed by the Council to various Residents Committees, I hereby with great pleasure wish to announce that the Residents Committees in all 15 zones have been successfully formed. Every Residents Committee is ready for action and have been performed for the past 6-month. In fact, a few Residents Committees are in the process of undertaking projects or even carrying out projects already.

On the part of the Police Department, I am very grateful that KPD ACP Khoo Leng Huat has assigned a total of 70 Police Officers to be attached to respective Residents Committee to enhance the security aspect of Miri City. Such support from the Police Department has encouraged us to perform with even better results.  I would like to say a big thank you to KPD ACP Khoo Leng Huat and all the Police Officers serving in all the 15 R.C.

Today, we gather here to assured that we, as had stated in Councillors and Council’s staff pledge, we pledge here to put up our commitment and dedicate ourselves to voluntary contribute and to deliver our best of ability to serve the People’s daily needs and meeting their expectations of daily lives and environment that has been accorded upon us and to achieve our Vision to make “Miri a The Most Liveable Resort City”.

In this respect, I wish to highlight that members of Resident Committees, just like the Councillors, are all volunteers. Likewise, I believe that the motto of State Government Civil Service in Sarawak “An Honour to Serve” can apply to all the members of the Resident Committees, it is Honour to serve in the Residents Committees of the Miri City. The most precious reward we gain is the satisfaction that you have served to the people of Miri.

With this, I believe our great efforts and hard work on this will eventually bear fruits of success. It will gain appreciation and recognition from the people apart from getting self-satisfaction.

Ladies and Gentlemen, I do not wish to speak long in my speech therefore before ending my speech, once again I would like thanks to all Councillors, Officers, PDRM, Staff, and Resident Committee from 15 zones, for putting an effort in the formation of RC and to be present here to give your strong support to the Chairmen and members of Resident Committees.

Yang Berhormat Datuk-Datuk, Dato’ -Dato, Tuan-Tuan and Puan-Puan yang dihormati sekalian, dengan ini, saya sekali lagi ingin mengucapkan setinggi -tinggi penghargaan dan terima kasih  kepada semua pihak yang terlibat termasuk Setiausaha Bandaraya, Ahli-Ahli Majlis, Pegawai –Pegawai PDRM Pegawai Majlis Bandaraya Miri dan semua yang telah terlibat dan bekerja bersungguh-sungguh untuk menubuhkan dan menjayakan Majlis Menerima Pelantikan JKP pada hari ini.
